About ALSECO
ALSECO is a joint stock company whose unified settlement centre in Almaty has operated since 1998, combining charges from many utility suppliers into one bill that residents receive on paper, by email or in an online consumer account. The company also runs processing for utility payments in Astana together with Astana ERC, and supplies an online payment service to banks. Bills can be paid at bank cash desks, in banks' online banking, at payment kiosks and through other payment systems. Its Smart Alseco platform accepts applications such as changing the owner's name and IIN or the number of residents on an account.

Payment itself is made through Kazakh banks and payment systems rather than directly to ALSECO, so a local bank account or cash is the practical way to pay. Changing owner details on Smart Alseco requires an electronic digital signature (ЭЦП), which is linked to a Kazakh IIN, and owner changes must be filed by the 25th of the month to appear on the next bill. Garbage collection is not updated through this process and must be arranged with the operator separately. The mobile app is in Russian only.
